• Publishing a Handbook: The bill requires the Campaign Finance and Public Disclosure Board to create and publish a handbook on lobbying. This handbook must be written in straightforward language and be accessible on the Board's website.

• Contents of the Handbook: The handbook must include:

  • Details on when a person must register as a lobbyist and the types of activities and financial thresholds that necessitate registration.
  • Information on activities and expenses that are excluded from certain thresholds but must still be reported as lobbying disbursements.
  • Clarifications on the differences in lobbying requirements when dealing with various governmental bodies, such as the legislature, the executive branch, the Public Utilities Commission, and political subdivisions.

• Regular Updates: The Board is required to regularly update the handbook to include any changes to relevant statutes and rules.

• Consultation for Updates: When developing or updating the handbook, the Board must seek input from individuals who are registered as lobbyists but do not work as full-time professional lobbyists. This includes those representing nonprofit organizations, small organizations, and groups led by Black, Indigenous, and people of color (BIPOC).
