The bill presented sets up a system for Minnesota to choose representatives or delegates for a constitutional convention, should one be called under Article V of the United States Constitution. Minnesota is to send five delegates to the convention. These delegates will be appointed as follows: one by the Senate majority leader, one by the Senate minority leader, one by the Speaker of the House, and one by the House minority leader. These four leaders must together unanimously agree on a fifth delegate. If they cannot agree on the fifth delegate by the set deadline, Minnesota will send only four delegates to the convention.

Additionally, each leader can appoint an alternate delegate for their respective delegate in case the main delegate cannot fulfill their duties. A similar provision exists for the unanimous appointment of a fifth delegate; the four leaders may appoint one alternate for this position as well, under the same unanimity condition.

All appointments of delegates and their alternates must be made no later than 30 days before the date of the convention called by Congress for proposing amendments, or within a different timeline set by Congress if specified.
