This bill proposes that all meetings of the Minnesota Sentencing Guidelines Commission be recorded in both video and audio formats and that these recordings be accessible to the public through the commission’s website. It also requires the commission to make any significant changes to the sentencing guidelines, such as alterations in severity levels or changes that could reduce sentences or lead to early inmate releases, known to the legislature by January 15 of each year. Moreover, these changes would only become effective on August 1 of that year, unless the legislature decides otherwise. The commission is also tasked with annually reporting to legislative criminal justice committees about modifications made or proposed in the previous year.
