This bill provides a capital investment appropriation to fund the design and construction of a new water tower for the city of Hanska. It authorizes the sale of state bonds to finance this project, using funds from the bond proceeds fund.

Subdivision 1 — Appropriation: Allocates 2,500,000 from the bond proceeds fund to the Public Facilities Authority to grant to the city of Hanska for the design and construction of a new water tower.
Subdivision 2 — Bond Sale: Requires the commissioner of management and budget to sell and issue state bonds up to 2,500,000 to finance the appropriation, under the terms and effects described by Minnesota statutes sections 16A.631 to 16A.675 and by the Minnesota Constitution, article XI sections 4 to 7.
