This bill sets out a process for selecting delegates from Minnesota to participate in a constitutional convention if one is called by the U.S. Congress under Article V of the United States Constitution. Minnesota will be represented by five delegates. Four of these delegates will be directly appointed; one each by the Senate Majority Leader, Senate Minority Leader, Speaker of the House, and the Minority Leader of the House of Representatives. These four appointed authorities will then collectively choose a fifth delegate unanimously. If they cannot agree on a fifth delegate, Minnesota will send only the four delegates originally selected.

Each of the appointing authorities can also appoint an alternate delegate who will take over if their corresponding delegate is unable to fulfill their duties. Additionally, an alternate for the fifth delegate may be appointed unanimously by the four appointing authorities.

All appointments (delegates and alternates) must be completed no later than 30 days before a convention is held or by a deadline set by Congress, whichever comes first.
