The bill, SF No 103, mandates that any advertising or promotional materials funded by the state of Minnesota must include a notice stating "Paid for by the hardworking taxpayers of Minnesota." This applies to all forms of media used for state ads, including radio, TV, print, websites, and social media. In radio ads, the message needs to be in audio; in video ads, it should appear in both text and audio; and in print media, the message must be clearly shown as text.

Additionally, if a state agency or constitutional officer fails to include this required notice in their advertisements, the head of that agency or the officer responsible will be personally liable for the cost of producing and distributing the ad. Any fines collected from this liability will be deposited into the state’s general fund.
