Purpose

• To provide funding for capital improvements at Wright Technical Center in Buffalo and to authorize the sale of state bonds to pay for those improvements.

Main Provisions

• Subdivision 1 — Appropriation:
  • An amount of 9,500,000 is appropriated from the bond proceeds fund to the commissioner of education.
  • The funds are for a grant to Wright Technical Center to predesign, design, construct, renovate, furnish, and equip improvements and betterments of a capital nature at Wright Technical Center and its affiliated facilities in Buffalo.
  • Projects may include preserving or replacing mechanical, electrical, and security systems; upgrading utility infrastructure; and site renovations to support ongoing operations.
• Subdivision 2 — Bond Sale:
  • The commissioner of management and budget must sell and issue state bonds up to 9,500,000 to finance the appropriation.
  • Bond issuance must follow the terms and effects of Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution, Article XI, sections 4 to 7.

Effects and Intent

• The bill enables a substantial capital investment in Wright Technical Center and its facilities to modernize and maintain essential infrastructure and operations.
