Purpose of the Bill

The bill is designed to enhance education in Minnesota by providing school personnel with access to relationship-building and de-escalation training. The goal is to create safe and inclusive school environments through evidence-based practices.

Main Provisions

• Annual Training Opportunity: All public, private, and charter school personnel, including teachers and staff, must have access to annual training on relationship-building and de-escalation. Although participation is encouraged, it is not mandatory.

• Integration Into Existing Programs: Schools are encouraged to incorporate this training into their current professional development schedules to make it more accessible.

• Eligibility for Aid: Schools that implement these training programs and meet state requirements may receive priority for state funding and professional development aid.

Training Elements

• Relationship-Building Training:

  • Focus on developing interpersonal skills to enhance interactions with students, families, and colleagues.
  • Highlight the importance of positive relationships for academic success and social-emotional well-being.
  • Encourage creating a positive school culture with family and community involvement.
  • Promote mutual respect, inclusion, and effective communication that is culturally responsive.

• De-Escalation Training:

  • Understanding of Multi-Tiered Systems of Supports.
  • Training on self-regulation and the stages of escalation from prevention to recovery.

Appropriation

An unspecified amount is allocated from the general fund starting in fiscal year 2026 to the education commissioner for grants. These grants will help schools implement the relationship-building and de-escalation training programs.
