Purpose of the Bill

The bill aims to change the membership of the opioids, substance use, and addiction subcabinet in the state of Minnesota. This adjustment seeks to enhance the coordination and management of programs related to addiction and substance use.

Main Provisions

• Expanded Membership: The bill proposes adding several key state officials to the subcabinet focused on addressing issues related to opioid addiction, substance use, and addiction management.
• The subcabinet will now include:
  • Commissioners from various departments including Human Services, Health, Education, Public Safety, Corrections, Management and Budget, Higher Education, Children, Youth and Families, Commerce.
  • The chief executive officer of Direct Care and Treatment.
  • The director of the Office of Cannabis Management.
  • The chair of the Interagency Council on Homelessness.
  • The governor’s director of addiction and recovery, who will also serve as the chair of the subcabinet.

Significant Changes

• This is an amendment to Minnesota Statutes 2024, section 4.046, subdivision 2. Previously, the subcabinet's composition did not include the specified commissioners and leaders from the mentioned departments and offices, nor a designated chair from the addiction and recovery director role.
• The inclusion of a wider range of officials is intended to bring diverse expertise and comprehensive oversight in tackling substance use and addiction challenges within the state.
