• Preliminary Report: By October 1, 2026, a preliminary report must be submitted detailing initial findings on QBS use, criteria development for project selection, and recommendations for legislative changes. • Final Report: By October 1, 2028, a comprehensive final report will be submitted which updates the preliminary report findings. It should include a cost-benefit analysis of QBS versus best value engineering practices, recommendations for expanding QBS use, and suggestions for legislative changes to require QBS for more projects.

• Expiration: The program will expire on January 15, 2029, or upon submission of the final report, whichever is earlier.
