Purpose of the Bill

The bill aims to introduce special license plates for snowmobiles and allocate the collected funds towards the development and maintenance of snowmobile trails in Minnesota.

Main Provisions

• Issuance of Plates: Special license plates will be available for registered owners of passenger automobiles, noncommercial one-ton pickup trucks, motorcycles, or recreational vehicles. Applicants need to pay applicable fees and contribute annually to a designated snowmobile trails and enforcement account.
• Design of Plates: The license plate design will be developed by the commissioner in partnership with the Minnesota United Snowmobilers Association.
• Transfer of Plates: Special plates can be transferred to another qualified vehicle owned by the original plate owner upon paying a transfer fee.

Significant Changes

• Funding for Snowmobile Trails: Funds raised from the special plate fees and annual contributions will be used by the Department of Natural Resources to support the development, maintenance, and grooming of snowmobile trails.
• Exemption from Standard Rules: The plates will not be subject to certain existing regulations regarding special license plates.
