Purpose

To provide capital investment funding for local recreation projects by creating or expanding matching grants administered by the Department of Natural Resources (DNR) for parks and outdoor recreation areas, and for trail connections. The funding is to come from state bonds.

Main Provisions

• Subdivision 1: An appropriation of 2,000,000 from the bond proceeds fund to the commissioner of natural resources for matching grants for parks and outdoor recreation areas under Minnesota Statutes section 85.019 subdivision 2.
• Subdivision 2: An appropriation of 2,000,000 from the bond proceeds fund to the commissioner of natural resources for matching grants for trail connections under Minnesota Statutes section 85.019 subdivision 4c.
• Subdivision 3: Bond sale authority. To fund the appropriations, the commissioner of management and budget must sell and issue bonds of the state up to 4,000,000. The bond sale must follow the terms and effects prescribed by Minnesota Statutes sections 16A.631 to 16A.675 and by the Minnesota Constitution article XI sections 4 to 7.
