The bill, known as the CIVIL Act (Constitutional Integrity and Values in Law), allows counties in Minnesota to declare themselves as "constitutional counties." By passing a resolution, these counties can then decide not to use any county resources, like funds, employees, or property, to enforce any state laws, rules, or regulations that they believe conflict with the federal constitution or federal laws. Once a resolution is passed, the chief clerical officer of the county is required to file it with the Secretary of State.
