This legislative bill, known as SF No 685, proposes that in the Minnesota legislature, a bill cannot be reserved for potential inclusion in a major finance or policy omnibus bill by a standing committee unless it is approved by at least two-thirds of the members of that committee. If a bill does not receive sufficient support, the committee can choose to refer it to another committee, send it directly to the full legislature for consideration, or table the bill (postpone its consideration). Additionally, if a bill is tabled or not moved forward due to insufficient votes, it cannot be included in any large "delete-everything" amendments or comprehensive omnibus bills later on unless the committee specifically agrees to amend and include it by a new vote. The bill also instructs the House of Representatives and the Senate to create procedural rules to enforce these requirements.
