The legislative bill aims to enhance public safety by increasing punishments related to unauthorized use of motor vehicles. Specifically, it does the following:

1. It amends an existing law to make it a gross misdemeanor to knowingly ride in a motor vehicle that a person understands, or should reasonably understand, was taken without the owner's permission.
