This bill proposes a capital investment appropriation of $10 million from bond proceeds to the Public Facilities Authority for a grant to the city of Monticello. The funds will be used to design, engineer, construct, furnish, and equip a water treatment facility, including related water utility infrastructure. This appropriation supplements a previous allocation for the same purpose in the 2023 legislative session. To fund this appropriation, the commissioner of management and budget is authorized to sell and issue state bonds up to $10 million as prescribed by Minnesota statutes and the state constitution.
