This Minnesota House of Representatives bill appropriates funding for the Homeownership Education Counseling and Training Program. Sponsored by Representatives Kozlowski and Howard, it transfers and appropriates $2,000,000 annually from the general fund to the housing development fund, beginning in fiscal year 2026 and recurring each year thereafter. The appropriated funds will be administered by the Housing Finance Agency to support homeownership education, counseling, and training initiatives as outlined in Minnesota Statutes, section 462A.209. Additionally, 10% of the allocated funds in fiscal years 2026 and 2027 will be designated for the Minnesota Homeownership Center to oversee program administration, monitor effectiveness, and provide culturally appropriate services for individuals with limited English proficiency or restricted access to technology.
