Main Provisions

• Electric Power Plants: The bill defines a large energy facility as any electric power generating plant or combination of plants at a single site with a combined output of 50,000 kilowatts (50 megawatts) or more. It includes transmission lines necessary to connect the power plant to the wider transmission system.

• High-Voltage Transmission Lines:

  • It covers any high-voltage transmission line with a capacity of 300 kilovolts or more that is longer than one mile.
  • It also includes high-voltage transmission lines with a capacity of 100 kilovolts or more that stretch over more than ten miles.

• Pipelines:

  • The bill defines large pipelines as those greater than six inches in diameter with more than 50 miles of their length in Minnesota, used for transporting coal, crude petroleum, petroleum fuels, oil, or their derivatives.
  • It also includes pipelines transporting natural or synthetic gas at pressures exceeding 200 pounds per square inch and spanning more than 50 miles.

• Gas Storage Facilities: Any facility on a single site capable of storing more than 100,000 gallons of liquefied or synthetic gas is considered large.

• Nuclear Facilities: Includes any nuclear fuel processing, nuclear waste storage, or disposal facilities.

• Fuel Conversion Facilities: Any facility intended to convert materials into other combustible fuels, processing more than 75 tons of material per hour, falls under this category.
