This bill requires that all meetings of the Minnesota Sentencing Guidelines Commission be recorded both visually and audibly, and that these recordings be made available to the public on the commission's website. Additionally, any changes proposed by the commission that affect the Sentencing Guidelines, such as revisions to the severity levels and criminal history scores which could lead to a reduction in sentences or early release of inmates, must be submitted to the legislature by January 15th of each year. These changes will only take effect on August 1st of that year if the legislature does not decide otherwise. The commission is also required to provide an annual report to relevant legislative committees detailing modifications made and proposed during the previous year.
