This bill (S.F. No. 1628) amends Minnesota Statutes 2024, section 41A.19, to require additional reporting from recipients of bioincentive payments. Under the new provisions, by January 15 each year, the commissioner must report to the legislature on incentive programs under sections 41A.16, 41A.17, 41A.18, and 41A.20, including production data and expenditures. Additionally, bioincentive payment recipients must provide:

1. Business structure details
   
2. Parent company name and address (if applicable)
   
3. A list of all financial assistance received
   
4. Goals and progress for job creation, including full-time and part-time jobs, and job retention if applicable
   
5. Equity hiring goals and progress
   
6. Wage goals and progress for all jobs created or maintained
   
7. Information on board member and executive compensation
   
8. Evidence of compliance with environmental permits
   
9. Details on the intended and actual use of payments received
   
10. A financial audit opinion statement from a certified public accountant (if applicable)
    

The bill enhances transparency and accountability for bioincentive program recipients by requiring comprehensive financial and operational disclosures.
