This bill directs the Minnesota Commissioner of Human Services to submit proposed amendments to home and community-based services (HCBS) waiver plans by December 1, 2025. The amendments would clarify that certain disability waiver services—specifically individualized home supports without training, respite, and night supervision—can be considered direct care staff services. These services may then be authorized and provided to waiver participants who are either temporarily traveling out of state or attending an out-of-state postsecondary school.
