This bill (S.F. No. 1899) directs the Minnesota Commissioner of Education to amend the state's accountability plan, known as the North Star Plan, under the federal Every Student Succeeds Act (ESSA). Specifically, it prohibits the requirement for school districts to report Minnesota Comprehensive Assessments (MCA) scores for students who opt out of the assessment. Additionally, students who opt out must not be included in student group data used to calculate a district's or school's achievement rates.
