Senate Bill SF No 229, introduced by Senator Draheim, aims to update how workforce development funds are used in Minnesota. Specifically, it modifies Section 116L05 Subdivision 5 of the 2024 Minnesota Statutes. Under the proposed changes, the board overseeing these funds can begin using them to support incumbent worker training from March 1 of any fiscal year, if certain conditions are met:

1. The board must thoroughly examine several economic indicators such as layoff projections, the health of different industries, unemployment claims, job vacancies, and county labor force participation rates.

2. The board must ensure all previous fund allocations are accounted for as outlined in another specific section of the statute.

3. An assessment of past spending and future financial requirements must be made to ensure there's enough money for planned services.

4. The board must confirm that there are extra funds remaining that could be used without compromising the support required for displaced workers currently and in the next fiscal year.

5. The findings from above conditions must be reported to the relevant legislative committees, as well as to the commissioners in charge of revenue, management, and budget, and additionally made public.
