Purpose of the Bill

The bill's purpose is to establish and implement a framework for the Multitiered System of Support (MTSS) and the Collaborative Minnesota Partnership to Advance Student Success (COMPASS) across Minnesota schools. This involves transitioning the framework from session law to statutory law to ensure consistent, statewide application and support for school improvement.

Main Provisions

• Implementation of COMPASS and MTSS: Beginning July 1, 2023, all Minnesota school districts and charter schools will receive training and support to implement the MTSS framework through the Department of Education and its regional partners. COMPASS will serve as the state’s school improvement model.

• MTSS Framework Components: The MTSS framework is designed to support positive social, emotional, behavioral, developmental, and academic outcomes for every student. It includes multilayered instruction (Tier 1, Tier 2, Tier 3) that is culturally and linguistically responsive, infrastructure for leadership and learning, and family and community engagement.

• Assessment and Data: The framework uses data-based decision-making with valid assessment tools to monitor student and system performance, ensuring students reach meaningful learning standards.

• Support and Training: Training and support will be provided by the Department of Education and regional cooperatives, which include improving literacy, math, social-emotional learning, and mental health through the MTSS framework. Schools will receive training in universal screening processes to identify students at risk academically or socially.

• Statewide System: The bill codifies MTSS and COMPASS into state law, creating a mandatory, structured approach to educational support across all Minnesota schools, rather than previously existing as session law.

• Parental Notification and Intervention: Schools are required to notify parents about screening results and provide necessary interventions for at-risk students, with continuous monitoring for progress.
