To provide state funding through bonds to support Granada’s clean water and wastewater infrastructure by granting money to the Public Facilities Authority for upgrades to the city’s water and sewer system.

Subdivision 1 – Appropriation: The bill appropriates 4,000,000 from the bond proceeds fund to the Public Facilities Authority. The Authority would grant this money to the City of Granada to design, construct, and equip improvements to its municipal clean water and wastewater infrastructure. The improvements include:
- a new water treatment plant with gravity filtration,
- two new municipal water wells,
- replacement of a water main,
- rehabilitation of wastewater system control structures and security fencing.
Subdivision 2 – Bond Sale: The commissioner of management and budget must sell and issue bonds of up to 4,000,000 from the bond proceeds fund, under the terms and effects described in Minnesota statutes 16A.631 to 16A.675 and the Minnesota Constitution article XI sections 4 to 7.

This is a capital investment measure aimed at improving Granada’s drinking water and wastewater services by funding design, construction, and equipment upgrades through state bonds and a grant to the city.

Authorizes the sale of up to 4,000,000 in state bonds to fund a grant for Granada’s water and wastewater improvements, using the bond proceeds fund and existing bonding statutes and constitutional authority.
