Purpose

• Create the Office of Business Regulation and Land Ownership within the Department of Agriculture to oversee and study how business activity in agriculture may involve monopolies or consolidation, and to monitor who is buying agricultural land and how land ownership is changing across industries.

  • The commissioner of agriculture must appoint a director to run the Office, with knowledge of antitrust law, property law, and agriculture-related businesses.
  • The director serves in the unclassified service.
  • The commissioner must hire staff (including lawyers and economists) to perform the duties, with staff also in the unclassified service.
  • Compensation for staff is set under Minnesota’s Chapter 43A, and staff may be reimbursed for necessary expenses in the same way as other state employees.
• Funding
  • Securing funding in fiscal year 2027 from the general fund to establish and support the Office within the Department of Agriculture.
