Senate File No. 711 is a legislative bill proposed in Minnesota that aims to allow vehicle owners to pay registration taxes for their vehicles based only on the months the vehicle was actually used. It introduces a new system where if a vehicle’s registration has expired and the vehicle wasn't driven on public roads for one or more months following that expiration, the registration tax for the vehicle will be calculated pro rata, or proportionally, based on the number of months the vehicle was unused. Vehicle owners will need to submit a written application to certify that the vehicle was not used in order to benefit from this adjusted tax rate. This change is proposed by adding a new subdivision to Minnesota Statutes 2024, section 168.013.
