The bill introduces a special vehicle license plate called "Donate Life" in Minnesota. This special plate is available for privately-owned cars, one-ton pickup trucks, motorcycles, and recreational vehicles. To get this plate, the vehicle owner needs to:

1. Register the vehicle appropriately.
2. Pay an extra fee, the standard registration tax, and other necessary fees.
3. Contribute at least $10 every year to a specific "Donate Life" fund.

The design of the license plate will include the Donate Life organization's branding and will be developed in consultation with them. Once issued, these plates can be transferred to another vehicle if it meets the initial criteria and belongs to the same owner, for a $5 transfer fee.

Money from the annual contributions will go into the Donate Life account within a special revenue fund. The funds are first used to cover the administrative costs of managing this account, while the leftovers will be directed to Donate Life to support their mission of promoting organ and tissue donation.
