This legislative bill introduces a special type of vehicle license plate called "Donate Life" in the state of Minnesota. Individuals who own certain types of vehicles, such as passenger cars, trucks, motorcycles, or recreational vehicles, can apply for these plates. Applicants must pay regular vehicle registration fees and taxes, an extra fee for the special plates, and make an annual donation of at least $10 to the Donate Life account.

The design of the Donate Life plates will be created in consultation with the Donate Life organization and will feature its branding and colors. If vehicle owners wish to transfer these plates to another vehicle, they may do so for a $5 fee, provided the new vehicle qualifies for the plates and is registered to the same owner.

Funds collected from the annual donations for these plates will go into a specific account, from which money will be used first to cover the costs of managing this program. Any leftover funds will be given to Donate Life to help them promote organ and tissue donation.
