This bill modifies the Highrise Sprinkler System Grant Program in Minnesota to help fund the installation of sprinkler systems in eligible high-rise residential buildings.

Key provisions include:

1. Eligibility: A building qualifies if:

   • It has at least one occupied story that is 75 feet or more above fire department access or is at least seven stories high.
   • At least two-thirds of its units are affordable to households earning at or below 60% (increased from 50%) of the area median income while paying no more than 30% of their income on rent.

2. Use of Funds:

   • The Housing Finance Agency will provide grants and loans to building owners for sprinkler system installation and, if necessary, resident relocation.
   • Priority will be given to nonprofit applicants.
   • The maximum grant per building is $2 million.
   • Nonprofit organizations must provide a 25% funding match; for-profit organizations must provide a 50% match.

3. Funding Allocation:

   • A one-time transfer of $10 million from the general fund to the housing development fund in fiscal year 2026.
   • A one-time appropriation of $10 million from the housing development fund to support the program.

This amendment expands eligibility, clarifies requirements, and provides additional funding to improve fire safety in affordable housing high-rises.
