5. Voluntary Biomonitoring for Workers: The Department of Health must offer voluntary biomonitoring for biofuel plant employees to assess their exposure to neonicotinoids and PFAS. Findings must be shared with an advisory panel and reported biennially to relevant legislative committees.

6. Funding Appropriations:

   • $100,000 per year (2026 and 2027) for the Department of Agriculture to conduct coproduct testing.
   • $500,000 per year (2026 and 2027) for the Pollution Control Agency to implement wastewater and air emissions monitoring.
   • $250,000 per year (2026 and 2027) for the Department of Health to oversee voluntary worker biomonitoring.
   • A one-time $250,000 allocation for a lifecycle assessment of neonicotinoids in biofuel production, with findings due to the legislature by December 15, 2026.
