This bill proposes amendments to Minnesota Statutes 2024, section 123B.63, subdivision 3, which governs capital project levy referendums for school districts. The main changes allow a school board to renew an expiring capital projects referendum through board action rather than requiring voter approval, provided that:

1. The annual amount remains the same as the expiring referendum.
2. The term of the renewal does not exceed the initial term approved by voters.
3. The school board adopts a resolution after holding a public meeting with the opportunity for testimony.
4. The referendum has not been previously renewed by board action.

Additionally, the board must adopt the resolution by June 15 of the year in which the renewed levy would first be certified, and it becomes effective 60 days later. The renewal can only occur up to two fiscal years before the original referendum expires. School districts must submit a copy of the resolution to the commissioner and county auditor by September 1 of the adoption year and notify the commissioner of the referendum results.
