This bill proposes a grant for the MacPhail Center for Music to expand its Learning with Music program. It appropriates $250,000 per fiscal year from the general fund to the Minnesota Department of Education, which will distribute the funds to MacPhail. The grant money must be used to:

1. Develop and deliver professional development training for early childhood educators statewide, both online and in-person. This training will be based on research-backed elements of the Learning with Music program.
   
2. Expand direct programming to five early childhood centers in the Twin Cities metropolitan area, focusing on children experiencing economic hardship.
