This bill prohibits the Minnesota Commissioner of Transportation from reducing the number of travel lanes or constructing a boulevard or land bridge on Interstate Highway 94 between Minneapolis and St. Paul. It also prevents the commissioner from using funds to study, analyze, or promote such designs. However, lane reductions are allowed for maintenance, resurfacing, reconstruction, or emergencies.
