Main Provisions

• Special License Plate Issuance: The Minnesota Department of Public Safety is directed to issue disability rights and support special license plates for vehicles such as passenger cars, light trucks, motorcycles, and recreational vehicles. Applicants must be the registered owner of the vehicle.
• Fees and Contributions: Applicants must pay standard special plate fees and registration taxes. Additionally, they are required to contribute a minimum of $30 annually to a dedicated disability rights and support account.

• Plate Transferability: The plates can be transferred between vehicles registered to the same owner upon payment of a $5 transfer fee.
