Purpose of the Bill

Main Provisions

• Issuance of Special Plates: The commissioner of transportation will issue "Disability Rights and Support" special license plates to eligible vehicle owners. These include owners of passenger automobiles, noncommercial one-ton pickup trucks, motorcycles, or recreational vehicles. Applicants must pay a set fee and a $30 annual contribution to obtain these plates.

• Design: The plate will be designed in consultation with groups focused on services for people with intellectual and developmental disabilities and will feature the inscription "Disability Rights since 1950."

• Plate Transfer: Owners can transfer the special plate to another vehicle under their registration for a $5 fee, provided the new vehicle meets the qualifications for the special plate.

• Exemption: These plates are exempt from certain requirements under Minnesota Statute section 168.1293, subdivision 2.

• Funding and Appropriation: The $30 annual contributions will be deposited into a new "disability rights and support account" within the special revenue fund. These funds are appropriated partly to cover the administrative costs and primarily to support The Arc Minnesota, a nonprofit organization that focuses on disability services and advocacy.
