This bill proposes that any changes to the Sentencing Guidelines, which include adjustments to the levels of offense severity and criminal history scoring, must receive legislative approval if they are intended to reduce sentences or allow early release of inmates, with the exception of changes directly mandated or authorized by the legislature or related to a newly created or amended crime by the legislature in the prior session. The commission responsible for these guidelines must submit any such changes to the legislature by January 15th of the year they wish to implement them. These changes would then go into effect on August 1st of that year unless the legislature decides otherwise. All other changes proposed by the commission can proceed based on their standard rules. Additionally, the commission is required to send an annual report by January 15th to relevant legislative committees, summarizing their activities from the previous year and outlining any modifications they have made or propose to make.
