This bill, proposed in Minnesota, aims to introduce a special "Choose Life" vehicle license plate. Owners of passenger cars, motorcycles, and other specific vehicles who wish to get these plates must first be registered owners, pay regular fees including a specific fee for the special plates, and donate $25 initially plus a yearly donation of $25 to the Choose Life fund.

The design of the plate will feature a "Choose Life" logo and an additional design that includes an adult and child silhouette set to be decided by April 2026. These plates can be transferred to another vehicle owned by the same person for a fee of $5.

Money from this program goes into a special revenue fund called the "Choose Life account," managed by the commissioner of public safety. After covering administrative costs, the remaining funds are given to Choose Life Minnesota Inc., a nonprofit organization that distributes these funds to local nonprofits aiding pregnant women considering adoption. These agencies must not be involved in abortion services and are restricted from charging women for services.

Funds are specifically used to support the material needs of these women and cannot be used for administrative costs or capital expenditures, although up to 15% of the funds can be used by Choose Life Minnesota Inc. for administration and promoting the plate program. If funds are unclaimed in a county, they are redistributed to nearby qualifying agencies. Agencies must give an annual report on their use of the funds, and any unspent funds over 10% of what was received must be returned and redistributed.
