   • Refinancing existing debt does not qualify.

4. Adjusted Eligibility Criteria:

   • Eligibility is expanded to include representatives of Minnesota Tribal governments.
   • Eligible applicants must be:
     • Minnesota residents or legal farm-operating entities.
     • Principal operators of a farm.
     • Registered with a feedlot (if required).
     • Able to submit documentation of qualifying expenses.
