This bill proposes a modification to a previous appropriation for a recycling recovery facility in Hennepin County, Minnesota. Specifically, it amends Laws 2023, chapter 71, article 1, section 3, subdivision 4, to allocate funds for a grant to Hennepin County to plan, design, construct, furnish, and equip a new anaerobic digestion recycling recovery facility in Brooklyn Park. The project includes demolishing the existing Hennepin County Sheriff's facility to make space for the new facility.

Additionally, the bill stipulates that the allocated funds will not be available until Hennepin County submits a plan for ceasing operations at the Hennepin Energy Recovery Center. This plan must be provided to the chairs and ranking minority members of the legislative committees responsible for capital investment and environmental and natural resources matters.
