The legislative bill S.F. No. 1507 involves providing financial support to improve biofuel infrastructure. The bill proposes to allocate $4,500,000 in both fiscal year 2026 and 2027 to fund grants for retail petroleum dispensers in Minnesota. These grants will be used to replace or upgrade equipment so that it can dispense biofuels, specifically to accommodate fuels up to E25 standard. The grants are available to gas stations with no more than 15 locations within the state.

Each eligible station can receive a grant of up to $200,000. Any funds not used in 2026 can be rolled over to 2027. From fiscal year 2028 onward, the base funding will be $3,000,000 annually.

Additionally, the bill requires the Commissioner of Agriculture to work with stakeholders in the biofuel industry and to report annually on the program's progress. This report must detail the projects financed, the financial contributions leveraged, the geographic spread of the projects, any market growth from these upgrades, the demographics of the impacted areas, the costs of running this program, and the participation of minority-owned or female-owned businesses.
